Postgres server went down due to 'platform issue', attempted point in time restore but it's still going an hour later!?

My postgres server went down for unknown 'platform' reasons, nothing I did on my end.
I tried a point in time restore to about an hour before it went down and it has been in the 'Running' state under 'Provsioniong' for an hour now. How to fix and restore my database!?
