About SystemSettings.exe Process default access to Internet

Recently, during the construction of the operating system environment, a problem was discovered.When opening the account setting change process named "SystemSettings.exe", monitoring was conducted through "Resource Monitor" ->tab "Network" ->"Network Active Processes" and "TCP Connections", and it was found that:

1.In the Win10 operating system environment with version 1607 (OS Build 14393.3930), the process name of SystemSettings.exe was not found.

2.In the Win10 operating system environment with version 1809 (OS Build 17763.107), the monitoring point SystemSettings.exe has a request to access the internet 202 89.233.100.

Q: In the Win10 operating system environment of Version 1809 (OS Build 17763.107), how to disable SystemSettings.exe from automatically requesting internet access.     If you're certain that the requests are not legitimate and you want to block the "SystemSettings.exe" process from accessing the internet, you can consider using Windows Firewall rules to block outbound connections for that specific process. Here's how you can do it:

    Create an Outbound Firewall Rule and browse to the ___location of "SystemSettings.exe." Typically, it's located in "C:\Windows\ImmersiveControlPanel." Then select "Block the connection."

    After creating the outbound firewall rule, the "SystemSettings.exe" process should be blocked from making internet requests. Keep in mind that blocking network access for system processes can have unintended consequences, so monitor the system behavior closely after applying the rule.
