ElementTypeDescriptionProvider.CreateCustomTypeDescriptor 方法 (ICustomTypeDescriptor, ModelElement)

提供 ICustomTypeDescriptor 的派生类可重写（不需要是 ElementTypeDescriptor）。 基实现仅调用 CreateTypeDescriptor 创建 ElementTypeDescriptor。
