当通过 #handoverTo(PhoneAccountHandle, int, Bundle) 请求交接并且目标 PhoneAccountHandle 未声明 PhoneAccount#EXTRA_SUPPORTS_HANDOVER_TO时，将返回。 当在当前呼叫（即源调用）Details#getAccountHandle()未声明PhoneAccount#EXTRA_SUPPORTS_HANDOVER_FROM交接PhoneAccountHandle时，也可能返回。
