ContextItem Constructor (Uri, String, Uri)

[Starting with the .NET Framework 4.5, Windows Identity Foundation (WIF) has been fully integrated into the .NET Framework. Initializes a new instance of the ContextItem class with the specified Name URI, value, and Scope URI.
