dwFlags
Type: UInt32[in] Flags specifying navigation options. Possible values are VSNWB_ForceNew, VSNWB_AddToMRU, VSNWB_VsURLOnly, and VSNWB_WebURLOnly.

Type: String[in] The URL to which to navigate.

If the method succeeds, it returns S_OK. If it fails, it returns an error code.
