The AppAllowDebugging property specifies whether ASP debugging is enabled on the server. This property is independent of the AppAllowClientDebug property, which applies to client-side debugging.
Note
IIS application threads are serialized when server-side debugging is enabled: Only one thread at a time is allowed to run for each application. This could adversely affect server performance on busy sites.
This property is an application-level property.
