Reasons for Azure Database for MySQL Flexible Server Deployment Failure in the Japan East Region

Azure Database for MySQL Flexible Serverのデプロイが Japan East リージョンで失敗する理由について教えていただきたいです。

デプロイに失敗し以下のように表示されます。

原因について
プロビジョニング制限に関して、現在使用しているサブスクリプションが無料期間であることが原因になりますでしょうか？

    Hello 征志郎 林

    Initially, you were unable to deploy the server in Japan East region, with the error message, The resource write operation failed to complete successfully, because it reached terminal provisioning state 'Failed'. Provisioning in requested region is not supported.

    In further investigation, we attempted to enable the region level access. Kindly please deploy and do let us know the update.
