      对接国家需求极、面向人才增长极、助力科技创造极是博士研究生教育遵循的必然价值逻辑。在"点—轴系统"理论视野下,博士研究生教育高质量发展的具体运行机制是:以"点、轴、聚集区"为线索,精准定位"学科极—人才极—师资极"三个关键极点,全面连接"政策源—物质源—人力源"轴线,高效黏合"创新能—科技能—人才能"能量,实现博士研究生教育在极点、轴线、聚集区等链环上的螺旋提质升级。在新时代,加快推进博士研究生教育高质量发展须提质存量以构筑高质量发展新格局,创造增量以培育高质量发展新优势,耦合变量以激活高质量发展新动能。
英文摘要:
      The inevitable value logic for China’s doctoral education to follow is to align with the pole of the national demand, orient towards the pole of talent growth, and facilitate the formation of the sci-tech creation pole. From the perspective of "point-axis system" theory, the authors suggest that specific operating mechanism for high-quality doctoral education development should be as follows: accurately position the three key "poles" of discipline, talent and teachers with the "point-axis-gathering area" as the thread, fully connect the axis of "policy source-material source-manpower source", and efficiently combine the energy of innovation ability, sci-tech ability, and talent ability, so as to realize the spiral quality upgrading of doctoral education within the chain of poles, axis and gathering area. In the new era, accelerating the high-quality development of doctoral education requires improving the existing advantageous conditions for establishing a new pattern of high-quality development, creating advantageous increments for cultivating new advantages of high-quality development, and coupling variables for activating new momentum of high-quality development.
