自主科学确定中国特色、世界一流大学标准是加快推进"双一流"建设的关键。基于对教育强国"三大属性"与"六力特质"的理解,本文提出了基于教育强国"六力特质"的中国特色、世界一流大学评价标准,构建了以"六力特质"为评价维度,以高校五大职能实现水平、师资队伍建设情况与治理体系完善程度为评价内容的综合评价体系及指标,并探讨了该框架在"双一流"建设高校遴选、建设和成效评价等阶段的应用价值,以期为自主科学确定"双一流"建设标准、实现高等教育强国提供支撑。 |

It is crucial to accelerate the construction of world-class universities with Chinese characteristics by independently and scientifically defining the standards for such universities. With the goal of building China into a leading country in education in mind, this paper proposes evaluation standards for world-class universities with Chinese characteristics based on the understanding of the "three major attributes" and "six strong capabilities". Then, it establishes a comprehensive evaluation framework and indicators based on the"six strong capabilities", focusing on performance in the five core functions of higher education institutions, faculty development, and governance system enhancement. This paper also explores the application value of the framework in the stages of selection, construction, and evaluation of the effectiveness of the universities in their "Double First-class" construction, with a view to providing support for the independent scientific determination of the "Double First-class" construction standards and for realizing the goal of making China strong in higher education. |
